Charles Bailey is a career fire captain in Md. with 17 years on the job. Capt. Bailey is currently assigned to the Communications Section as the Operations Supervisor. He has a master's degree in public administration. Most importantly, he says, "...unless we provide the line firefighters, officers and incident commanders with a solid grounding in the basics, supported by a well thought doctrine, they will not be able to make informed decisions about risks.
