A fire set off a series of explosions at an Ark. meat packing plant on Sunday, destroying the factory and causing an ammonia gas leak that forced 180 people from their homes.

Steps to prevent catastrophic wildfires in the Lake Tahoe basin have been hampered for years by bureaucratic infighting, according to documents reviewed by The Associated Press.

The failure of the agencies to adequately protect the basin was brought to light in June when a wildfire ripped through a thickly forested ravine and destroyed 254 homes near South Lake Tahoe.
