My department issues a personal strap to supression personnel. You would recognize the material as that webbing used for various rescue applications. The strap comes with a manual that lists its various uses, is at least 6 ft. and has loop handles sewn at each end.

I've used this to help secure ladders, or even a fire hose to a railing. Granted, these are not meant to take the place of other utility or rescue lines; rather, just a quick aid to operations. I carry the strap in the radio pocket of my turnout coat with one loop out and held down by the pocket's snap. With this method of storage, any snagging of the strap would likely just cause the strap to be pulled out of the pocket, and not trap me.
