The Organization
The El Dorado Hills Fire Department is a full service, all-risk Fire Department, providing state-of-the-art services such as Advanced Life Support (ALS), Emergency Medical Services (EMS), residential, commercial and wildland fire suppression, hazardous materials safety, fire prevention code enforcement, public education, and community service. The Department’s mission "to serve the community of El Dorado Hills with integrity and excellence" serves as the foundation as we go about our daily responsibilities of providing 24 hours a day, 7 days a week rapid response to medical aid calls, auto accidents, wildland, brush and structure fires.

From its beginning in 1963 as a volunteer organization, the Department has grown to 11 Administrative Staff members, 46 paid Captain/Engineer/Firefighter/Paramedics and 36 Volunteers that staff four strategically located stations within the District. The Department provides its community with service that extends beyond responding to emergencies to include numerous Fire Prevention programs such as school programs and home safety inspections as well as other community services such as rattlesnake removals and vehicle lockout assistance to name a few.

The Department serves a geographical area consisting of urban development interfacing with rural and wildland areas and covers approximately 48 square miles with 14,205 homes and an estimated population of 42,500.

The Position
The Battalion Chief (BC) - Fire Marshal is responsible for management of staff and resources on an assigned shift and for administering all aspects of the Fire Prevention Division . This position shall be responsible to the Deputy Chief.

The BC - Fire Marshal is responsible for coordinating all department resources to the benefit of the community, and enforcing all policies, rules and regulations, practices and procedures of the Department. This position directs and supervises emergency activities when necessary, operating under the Incident Command System and exercises direct supervision over subordinate fire personnel. Supervisory responsibilities include evaluating work performance, overseeing and coordinating the functions and activities of subordinates to achieve desired goals, advising staff on career goals and providing opportunities for professional development, maintaining morale and motivating staff to perform their best work, and promoting the core values of the department.

The BC - Fire Marshal is responsible for coordinating all department resources to the benefit of the community, and enforcing all policies, rules and regulations, practices and procedures of the Department.

Additional Information
This position plans, organizes and directs the activities of assigned personnel engaged in fire prevention activities. The BC - Fire Marshal shall ensure that fire inspections are made on commercial, industrial and other occupancies as prescribed by laws and ordinances. This position shall make recommendations to the Chief for the elimination of special hazards and dangerous conditions existing in the District.

This position shall evaluate the effectiveness of the fire prevention program and make adjustments to the program to maintain its effectiveness; prepare and submit to the Chief a report of all activities, monthly and annually, and shall submit and administer a current Fire Prevention Budget.

The BC - Fire Marshal is an integral part of the administrative management team and will participate in development of district policies and operations. This position will be classified as an administration/overtime exempt position and may work a 9/80 schedule.

Key Qualifications The Battalion Chief - Fire Marshal must be a strong leader with excellent communication and interpersonal skills. Critical knowledge and abilities include:
Knowledge of:
  • State and local laws, codes, ordinances, and statutes related to fire prevention and control.
  • Fire suppression techniques, tactics and strategy; fire suppression and emergency medical vehicles, tools and equipment.
  • Principles and practices of fire inspection and prevention.
  • Emergency scene safety considerations.
  • Hazardous materials.
  • Incident Command System.
  • Training/instruction procedures and techniques.
  • Supervisory principles, procedures, methods and techniques.
  • Relevant federal and state employment laws, rules, and regulations.

Ability to:
  • Direct and guide others in the accomplishment of tasks and goals; clearly communicate expectations and standards to staff.
  • Create an organizational climate which is positive reinforcing and supportive; actively support management decisions and motivate employees toward organizational goals.
  • Establish procedures to monitor and control tasks, process, and activities of subordinates.
  • Delegate and coordinate work effectively and follow up on the results of delegated assignments.
  • Size up fire/emergency scenes, determine the appropriate course of action, coordinate activities, and take appropriate action.
  • Manage the technical aspects of various fire suppression, prevention, emergency medical services, and hazardous materials operations.
  • Work with people in a tactful, diplomatic manner; handle interpersonal problems without arousing undo antagonism; understand emotions and motives of others and how they will react in different situations.
  • Communicate effectively and speak in a clear and understandable manner; make effective presentations; listen to others attentively and with comprehension.
  • Write effective correspondence and technical reports; effectively express ideas in writing.

  • Additional Requirement :

    Education and Experience
    The minimum requirements for the position of BC - Fire Marshal are:

    Education/Certification:
    • Chief Officer Certification OR AA/AS Degree in Fire Technology or a related field and Fire Officer Certification, OR BA/BS or higher in Business Administration, Fire Management, Public Administration, or a related field.
    • Must be currently certified as an EMT-I.
    • Must be NIMS Compliant with IS-700 & IS-800 Certification (attach copies).
    • PC832 required within one year of appointment.
    • CFSTES Fire Prevention Officer II and/or III is desirable.

    *Note: If using the education option of a BA/BS or higher; the candidate MUST have completed from the Fire Officer Certificate program the following courses: Fire Command 1A, 1B and 1C. The candidate must become certified as a Fire Officer within 18 months of appointment.

    Experience:
    Eight years of experience in fire suppression and/or prevention, including two years at the rank of Company Officer or higher.

    Other:
    Must be located within 20 minutes travel time from Station 85 within six months of start date.

    Minimum of Calif. Drivers License, Class C required at time of appointment. Firefighter endorsement is required within six months of start date.

    Candidates not meeting one or more of the above requirements, but with an equivalent combination of education and experience sufficient to successfully perform the duties of Battalion Chief - Fire Marshal, may be considered.

    Compensation & Benefits:
    The El Dorado Hills Fire Department offers an exceptional salary and benefits package. The salary for this position is $8,889 to $10,804 per month. Actual salary will be dependent on the qualifications of the successful candidate.

    The compensation/benefits package includes:
    • California PERS safety retirement. Vesting in five years. Employer-Paid Member Contributions are treated as PERS reportable compensation.

The anticipated start date for the appointed candidate is September, 2012 . Prior to appointment candidates must pass a comprehensive physical exam, background investigation, and a drug screening.
