DEPUTY FIRE CHIEF POSITION
The City of Raton located in the foothills of the Rocky Mountains is centrally located between the metro cities of Denver, Albuquerque and Amarillo. Raton is home to the NRA Whittington Center, nationally recognized parks and recreation facilities and will be home to New Mexico’s newest and final Horse Racing Track.
Raton Fire & Emergency Services provides fire, EMS, hazmat and wildland response to the City of Raton and surrounding unincorporated areas of northeast New Mexico. The career Department has five stations, including the only training center in the northern part of the State. The Department carries an ISO rating of 2, which allows the citizens of Raton to incur some of the lowest fire insurance rates in the region. Raton is also home of a Regional Hazmat Response Team that covers all of northeast New Mexico.
The Department is currently accepting applications for the position of Deputy Chief. The current Deputy Chief is retiring after 19 years of service with the City. Applications and resumes will be accepted until April 10, 2009.
The Deputy reports directly to the Fire Chief and is responsible for the operation and management of the EMS Division of the Department. In addition the Deputy is the records manager for the Department, assumes command in the absence of the Chief and handles various day to day operations. The Deputy works a standard 40 hour week and is subject to emergency call back and duty chief responsibilities.
Duties:
• Plan, organize, coordinate and manage the EMS Division of Raton Fire & Emergency Services.
• Evaluate and determine needs of the Department and assures standards and certifications are maintained.
• Coordinate the assignment of subordinate personnel; delegate work for appropriate and efficient use of resources.
• Supervise the training and discipline of subordinates; coordinate activities of assigned division with other units of the Department.
• Review reports of subordinates to assure continuity, quality and content; evaluate methods and procedures and recommend changes for increased efficiency of the Department.
• Prepare and apply for available grants to assist in funding Departmental EMS programs and projects.
• Assume command of the overall operation of the Fire Department in the absence of the Chief as designated.
• Participate in and coordinate as applicable in Hazmat and Homeland Security policies and programs.
• Coordinate repairs, purchases and maintenance of Department EMS related supplies and equipment.
• Explains, assures compliance and interprets rules, policy, regulations and practices of assigned division and Department personnel.
• Assists in all training aspects of a modern full service Department including recruit academy and advanced levels of operations.
• Assists in Code Enforcement and Inspection activities.
• May be assigned other staff duties as required.

Minimum Qualifications, Knowledge, Skills and Abilities
• Complete knowledge of modern principles and practices of emergency services including, firefighting, wildland operations, EMS, rescue, and hazmat
• Knowledge of personnel policies, procedures, rules, regulations and laws
• Knowledge of data collection software such as Firehouse, and ability to produce and maintain reports and documents
• Knowledge of current EMS best practices and ability to manage all aspects of an EMS transport service including, purchasing, customer service, billing, record keeping, training, fleet maintenance and inter department relations with outside agencies
• Knowledge of the Command System, firefighting and emergency response tactics, building and fire codes, principles and practices of public administration, practices of government budgeting, state and local dispatching practices, report writing and record keeping.
• Knowledge of organizational philosophy and policies that direct subordinates, and ability to apply modern management techniques, supervisory and leadership practices and evaluation methods
Experience, Qualifications and Training
• Ten years of experience with a similar full service fire department that shows a consistent progression of responsibility and promotion. Five years must have been in a supervisory or managerial role with a rank of Captain or Battalion Chief. Experience in EMS management along with structural operations, wildland and hazmat technician operations preferred.
• State or Nationally licensed EMT B, I or P, with the ability to obtain New Mexico licensure within 6 months of residency.
• Experience managing or supervising EMS operations of a transport service providing BLS, ILS and ALS care
• Bachelors Degree in related field
• Any combination of education and or experience that has provided the knowledge and skills necessary to satisfactorily perform the required job functions will be considered.
License, Special Requirements
• New Mexico Class E driver’s license
• New Mexico EMS license
• Deputy Chief must reside within City limits
Salary: $4083 - $4583/month plus excellent benefits, medical, uniform, retirement, retiree medical, combined leave
