This position involves supervisory, managerial and administrative work dealing with the daily oversight and operation of the Fire Prevention Bureau. This position is responsible for fire code enforcement, the review and approval of building construction plans, review and approval of development plan proposals pertaining to fire and life safety, the review and approval of fire protection systems, review and approval of construction and operational permits, managing fire investigations and public fire safety education programming. This position shall perform assigned duties under the direct supervision of an Assistant Fire Chief and the general supervision of the Fire Chief.
Essential Job Functions
Utilizes a community risk management philosophy to: 1.Coordinate, manage and supervise all fire prevention activities of Savannah Fire Rescue 2.Be an integral team player with other City departments and with outside government organizations at the local, state and federal levels 3.Possess a solutions-oriented approach to working with contractors and developers Coordinates, manages, and supervises all fire prevention activities of Savannah Fire Rescue: 1.Plans, develops, organizes and directs the work of the Fire Prevention Bureau 2.Develops and implements bureau procedures and new programs 3.Demonstrates thorough knowledge and application of the fire prevention codes and practices including currently adopted IFC, related ICC codes and NFPA standards; administers/manages the fire code adoption process in cooperation with other City departments and applicable agencies; and state regulations and city ordinances Recommends the approval of new regulations pertaining to fire protection and life safety, and changes in existing fire and building codes. Participates in developing, implementing and supervising departmental policies and procedures. Performs review of and approves building development plans and permits regarding building and site access, water distribution lines and the location of fire hydrants, fire protection equipment; recommends modification of and confers with developers on plans; inspects new construction with fire protection equipment. May respond on alarms to major fires or emergencies and be assigned as needed; supervises or conducts fire investigations to determine cause; supervises or acts on fire code permit requests. Supervises, coordinates and performs inspection of business and public buildings within the City for fire hazards and effectiveness of protection equipment; coordinates and investigates complaints of fire, gas or related hazards. Participants in meetings and/or as a committee/taskforce participant in matters of interest to the Fire Department. Overviews the activities, certification, qualification and training requirements, and work of the Fire Investigators. Maintains a positive working relationship with the Police Department and the municipal and district court systems. Tracks fire incidents and makes recommendations. Establishes and monitors fire prevention bureau performance measures. Provides oversight of invoicing, processing, and tracking of citations, violations, and other fees. Investigates complaints regarding fire code violations. Performs other related duties as assigned.
Requires Bachelor's Degree from an accredited college or university approved by the Department of Education plus ten (10) years of experience in fire prevention codes enforcement; or any equivalent combination of education, training, and experience. Must possess and maintain a Georgia State Fire Inspector Certification or obtain certification within twelve (12) months of employment and must possess' an I.C.C. Fire Inspector II Certification or equivalent. Must possess and maintain a valid state driver's license and an acceptable driving history. Verification of education, certifications, and licenses will be required prior to employment. A background investigation, and post-offer/pre-employment medical exam including supervised drug screen will be conducted.
Knowledge of fire and life safety codes. Knowledge of building construction, fire alarm and suppression systems, and fire extinguishers. Knowledge of emergency management system. Knowledge of city personnel policies. Knowledge of fire investigation practices and procedures is preferred. Skill in the development, implementation, and enforcement of policies and guidelines. Skill in the training and supervision of personnel. Skill in oral and written communication. Knowledge of modern office practices and procedures, including the use of computers, scanners, spreadsheet and database software
