WASHINGTON — Acting D.C. fire Chief Dennis L. Rubin made his first appearance before the D.C. Council yesterday, assuring city leaders in a confirmation hearing that he would make improving emergency medical services a top priority of his tenure.
Rubin, a native Washingtonian who began his firefighting career in the city, was chief of the Atlanta Fire Rescue Department when Mayor Adrian M. Fenty (D) asked him to head the District’s fire and emergency services agency last month.
He is poised to take over a department that the city’s inspector general found to have an “impaired work ethic,” a conclusion reached during an investigation into the bungled emergency response to the slaying of New York Times reporter David E. Rosenbaum last year. A legal settlement between the city and the Rosenbaum family created a task force to improve emergency medical services, which Rubin heads.
