Dr. Joe Pennino, EFO, CFO, MIFireE, currently serves as the deputy fire chief at the City of Largo in Florida. He is also an adjunct instructor and subject-matter expert at Liberty University where he teaches “Leadership in Fire Service Organizations” as part of the online Fire Administration bachelor’s degree program and also teaches in the Doctor of Public Administration degree program. Throughout his nearly 20-year career, Pennino has served in every rank of the department and various other capacities, such as hazmat technician, SWAT medic, flight medic, emergency management coordinator, and member of the department’s vehicle extrication team.
