BRIDGEPORT, Conn. — A man whose wife and three children were killed in a fire in June plans to sue the city.
The June 13 fire in an apartment house killed Thi Luong Thach, 35; her son, Hoang Anh, 14; and her two daughters, Thi My Trinh, 11, and Daisey, 3. Thach’s husband, Rinh Thach, 37, was severely burned but survived.
Hai Pham, the apartment owner, was charged with negligent homicide and safety code violations. She has pleaded not guilty to the charges.
Police said there were no working smoke detectors in the apartment, bars were on the inside of the windows and an exit was nailed shut. Authorities said if none of those conditions existed, the victims might have escaped unharmed.
