As a member of the fire service community, I strongly endorse the nomination of Chief R. David Paulison for Under Secretary of the Federal Emergency Management Agency. I urge you to support the confirmation of Chief Paulison to this position.
Chief Paulison has spent his career in emergency management, at both the federal and local level. He has been Acting Director of FEMA since September, before that serving as the Administrator for the U.S. Fire Administration, beginning in December 2001.
He has coordinated major disaster responses throughout his career, including Hurricane Andrew and the crash of ValuJet Flight 592 while in his role as Chief of the Miami-Dade Fire Rescue Department, where he managed 1,900 personnel and a $200 million operating budget.
Chief Paulison is one of the fire service community’s most respected figures, with a proven ability to communicate effectively and deftly manage responses to the most complicated incidents. Since taking over as FEMA’s acting director late last year, Chief Paulison has navigated the agency through its most challenging period, coordinating the responses to Hurricanes Rita and Wilma, and taking over coordination of the response to Hurricane Katrina following the departure of his predecessor. He has brought stability to FEMA in his short tenure, and confirming him as Under Secretary will further improve the agency’s capabilities in responding to future disasters.
