Chief Ronald Siarnicki began his fire service career with the Prince George’s County Fire/EMS Department in 1978 and progressed through the ranks to chief. In July 2001, Chief Siarnicki retired from the Prince George’s County to become the executive director of the National Fallen Firefighters Foundation. He is a graduate of the master’s program, school of management and technology at the University of Maryland, University College and has a bachelor’s degree in fire science management from UMUC. Prior to joining the Prince George’s County, he served as a volunteer firefighter with the Monessen VFD Hose House 2 and currently serves with the United Communities VFD in Stevensville, Maryland. Samantha L. Dorm is a senior grant consultant for Lexipol, serving FireGrantsHelp.com, EMSGrantsHelp.com and PoliceGrantsHelp. She first began working as a consultant for the grants division of Praetorian Digital (now Lexipol) in 2010. Dorm has been instrumental in providing grant writing guidance to various public safety and non-profit agencies throughout the United States to enable them to obtain alternative funding as well as provide instruction on statistical compilation, analysis and program development. Dorm is a reviewer for several federal agencies and also instructs grant writing workshops.

Sarah Wilson is the Vice President of the Grant Division at Lexipol. She has been with the company since 2007 and started the Grant services division in 2009. The mission of Lexipol is to use content and technology to create safer communities and empower the men, women and organizations that serve them. Sarah’s team is responsible for generating nearly $500M in funding and currently servicing a network of 60k departments and municipalities for grant help as well as supporting 60 corporate sponsors. Prior to Lexipol, Sarah held various marketing and organizational management positions within financial services. She earned her bachelor’s degree from the University of California at Davis. A west coaster her entire life, Sarah was born in Honolulu, Hawaii, raised in Southern California and currently calls Sonoma County home.

Steve Whitehead, NREMT-P, is a firefighter/paramedic with the South Metro Fire Rescue Authority in Colo. and the creator of blog The EMT Spot. Wayne L. Eder, MFI, EFO, DBA, is a university and college professor who instructs and develops fire service and homeland security courses, and has written over $10 million in successful grants for rural fire districts. He is the former fire chief of the Northern Arizona Consolidated Fire District #1 in North Kingman, Arizona. A graduate of California Coast University with a master’s in business administration and a bachelor’s degree from Cogswell College in fire protection administration, Eder is a graduate of the National Fire Academy Executive Fire Officer Program and a certified Chief Officer and Master Fire Instructor. Jesse Quinalty is a captain with the San Bernardino County (California) Fire Department, working in Division 6, and was the operations and training captain at his previous department. He is a master instructor and the owner of Red Helmet Training, which houses four classrooms and a command training center in Southern California. Quinalty specializes in company officer training as well as table-top and digital fire simulations.

Rob Lawrence has been a leader in civilian and military EMS for over a quarter of a century. He is currently the director of strategic implementation for PRO EMS and its educational arm, Prodigy EMS, in Cambridge, Massachusetts, and part-time executive director of the California Ambulance Association.

He previously served as the chief operating officer of the Richmond Ambulance Authority (Virginia), which won both state and national EMS Agency of the Year awards during his 10-year tenure. Additionally, he served as COO for Paramedics Plus in Alameda County, California.

Prior to emigrating to the U.S. in 2008, Rob served as the COO for the East of England Ambulance Service in Suffolk County, England, and as the executive director of operations and service development for the East Anglian Ambulance NHS Trust. Rob is a former Army officer and graduate of the UK’s Royal Military Academy Sandhurst and served worldwide in a 20-year military career encompassing many prehospital and evacuation leadership roles.
