Bob Smith is the Director of Strategic Development at the Association of Public-Safety Communications Officials (APCO) International. His almost two decades in public safety includes rising through the ranks from firefighter/EMT to captain of the department’s hazardous materials response and through the ranks of public safety communications from telecommunicator to county 9-1-1 Director. Bob Duemmel has been in the fire service since 1976 when he joined the U.S. Air Force as a crash rescue specialist. He spent 30 years with the Rochester (N.Y.) Fire Department, retiring as captain and having served as the department’s special operations officer. Catherine R. Counts, PHD, MHA, is a health services researcher with Seattle Medic One in the Division of Emergency Medicine at the University of Washington School of Medicine. She received both her PhD and MHA from Tulane University School of Public Health and Tropical Medicine.

Dr. Counts has research interests in domestic healthcare policy, quality, patient safety, organizational theory and culture, and pre-hospital emergency medicine. She is a member of the National Association of EMS Physicians and AcademyHealth. In her free time she trains Bruno, her USAR canine.

Cheryl Horvath is fire chief of the Tubac Fire District in Arizona. She previously served as executive assistant fire chief with the Golder Ranch Fire District and as fire chief with the Mountain Vista Fire Department, both in Arizona. She is a past president of the International Association of Women in Fire and Emergency Services, and served on the International Association of Fire Chiefs’ FRI program planning committee. She served as an instructor with the Illinois Fire Service Institute for 15 years. Horvath has a master’s degree in public administration from Anna Maria College and a bachelor’s of science degree in program management from the University of Illinois at Urbana-Champaign.
