IRVINGTON, N.Y. — As a volunteer in the village Fire Department, Nikolai Kabelev rushed into burning buildings and saved people who couldn’t get out. For the past five years, his fellow firefighters depended on Kabelev to be at the fire station — day or night — when a 911 call came in.

But after more than 300 hours of training and dozens of rescue missions, Kabelev is banned from responding to fire emergencies because of his refusal to rejoin the Irvington Fire Company, the nonprofit corporation that provides membership benefits and organizes social events for the Fire Department.

“It hurts to hear the fire horn sound because my brothers and sisters are risking their lives,” Kabelev said. “I have to stay back and do nothing.”
