Listen first, then speak

One of the hardest skills to develop is that of listening. People are generally too quick to speak and often miss important information. Instead of listening, they are speaking.

The same problem exists within the fire department. By listening completely or actively, a person can better understand what is being said. It also provides attention to the person who is speaking — they can see that you are truly listening to them. Sometimes listening goes further than trying to offer some type of answer.
