IAFC announces former Calif. fire chief, PulsePoint founder as the recipient of James O. Page Award

Chief Richard Price, founder of the PulsePoint app and a 33-year fire service veteran, has been honored for his national impact on non-clinical EMS innovation

MCLEAN, Va. — The International Association of Fire Chiefs (IAFC) EMS Section, in partnership with ZOLL Medical Corporation, annually presents the James O. Page Award to a distinguished leader in fire-service-based EMS who has made significant non-clinical contributions on a national level.

This year’s honoree is Chief Richard Price, a 33-year fire service veteran and former Fire Chief of the San Ramon Valley Fire Protection District. Price is the founder of PulsePoint, a mobile app that alerts nearby citizens to cardiac arrests and other critical medical emergencies, enabling them to begin lifesaving care before EMS arrives.

“The EMS Section is thrilled to honor Chief Richard Price with the James O. Page Award,” Chair of the IAFC EMS Section Chief Kevin Joles said. “His vision through PulsePoint has transformed bystanders into lifesavers and connected communities in powerful ways. The countless lives impacted by his innovation reflect exactly what this award stands for.”

Since its inception in 1995, when James O. Page was named the first honoree, the annual James O. Page Award has celebrated outstanding leadership in fire-based EMS. Chief Richard Price will be recognized as the 30th recipient of this prestigious award during a special ceremony at the 2025 Fire-Rescue Med conference, held May 5–7 in Las Vegas, Nevada.
