WASHINGTON — D.C. Fire and EMS crews drilled with the Roof Rope Rescue Kit on Aug. 16, under simulated smoky conditions, to lower victims from upper floors that ground or aerial ladders can’t reach.

The training is a vital skill for the city’s hard-to-access buildings.
