BREMERTON, Wash. — When a property owner wouldn’t give Bremerton firefighters access to his land, they had to use buckets to dip water out of a stream to douse flames that had spread from an illegal campfire in the city’s watershed.

Lt. Dana Normandy told the Kitsap Sun firefighters had to walk through woods Monday evening with buckets because a neighbor would not give the fire department access from his property.

Firefighters finished in the dark, using flashlights, to extinguish the fire that had spread into tree roots.
