Trappe Fire Company No.1 Fire Chief Branden Sisca, who also served as a Pennsylvania State Police Trooper has been identified as one of the victims. Sisca, 29, started working as a trooper in February, NBC10 reported.

PHILADELPHIA — The Pennsylvania State Police say two troopers and a civilian were struck and killed on Interstate 95 in Philadelphia early Monday.

The incident took place in the area of milepost 18 on I-95 near the Philadelphia Sports Complex at approximately 12:40 a.m., state police said on Twitter.

Additional information concerning the circumstances of the crash is unknown. Reports from NBC10 say troopers were trying to get a man who was walking on the highway into their patrol vehicle when all three were struck by another driver.

Aerial footage from the scene showed a heavily damaged patrol SUV missing one door and debris scattered across the highway.

I-95 remained closed in both directions as of 6 a.m. Monday.

Pennsylvania’s Move Over Law requires drivers approaching any emergency response area to move over to a lane further away. Drivers unable to safely merge into another lane are required to slow to no more than 20 mph below the posted speed limit.
